New IRCC open-data releases covering January–June 2026 show Canada’s immigration system undergoing a major recalibration.
Permanent resident admissions fell 12.3% year over year, economic immigration dropped 22.8%, and Express Entry PR admissions plunged 32.7%. At the same time, study permit numbers rebounded in Q2 2026 and International Mobility Program work permits more than doubled — including a sharp rise linked to post-graduation work pathways.
